The Workers' Homes Board was constituted under the Workers' Homes Act 1911 to consist of three members. Its function was to provide for the erection and disposal of houses and to provide for housing.
In 1930, the Housing Trust Fund was set up by the Housing Trust Act 1930 to be administered by the Workers' Homes Board.

The State Housing Commission was established under the State Housing Commission Act 1946. This act abolished the previous Worker's Homes Board.
The functions of the Commission were to:

Scope and content
Files relating to the construction of Worker's Home Board and State Housing Commission dwellings.
These files contain plans of the housing estates and show the positions of individual lots in each estate. The plans provide a footprint of each house which shows very basic architectural detail. Construction materials are often noted. The plans are, however, not detailed architectural plans. Discreet sets of architectural plans can be located at Record Series 1381.
