The State Planning Commission was created to provide policy input on planning matters to the Minister, namely:
- to administer and carry out the Metropolitan Region Scheme;
- to prepare a planning strategy for the State and to provide advice on land use planning and development.
With the creation of the Department of Planning and Urban Development in September 1989, all staff of the Commission were transferred to the new department. The State Planning Commission was to act primarily as an advisory body and report direct to the Minister for Planning. The Commission remained as a separate entity consisting of the Chairman and Commissioners only.

The Department of Planning and Urban Development was abolished in 1995 and the functions of this department were taken over by the Ministry of Planning.
