Under the Work Release Program which was implemented in March 1970, selected inmates from Fremantle Prison were permitted to work in the community, returning each evening to a hostel outside the prison.
On 21 October 1974, St Brigid's Convent in John Street, West Perth was leased by the Department of Corrections to provide a new Work Release Hostel accommodating up to 35 workers. A Work Release Committee was established comprising social workers and welfare officers.
An annexe for female work release inmates was opened in Lincoln St, Highgate on 25 November 1977. Administration of the Highgate Hostel was transferred to Bandyup Prison on 16 April 1979.
The West Perth Work Release Centre was replaced on 3 March 1989 with the opening of the Northbridge Community Corrections Centre.
